Planning tools from planning to implementation and monitoring: A malaysian perspective

This course will introduce the systematic approach of planning in Malaysia and 4 examples applications that were developed to facilitate this process of planning from analysis & strategy formulation (i-Plan), public participation in plan making (SADP), actual application (SCMS) and monitoring (MURNINETS). I-Plan is a web based application that provides access to land use data in Malaysia which consist of current land use activity and designated land use zoning. These data have strong advantage to set projection or monitoring urban development limits and helping planning approval. Hence, well planned city can be achieved by balancing both natural resources and economy. SADP was designed to promote public participation among the parties involved. It transforms the Development Plan documents from the conventional document to an intelligent application. The main functions are translating policies and general proposals for State Structure Plan for the public who has right to make any objection or proposal of the plan. SCMS was developed using Geographical Information System (GIS). The SCMS uses GIS with existing Police Reporting System (PRS) through collaboration with the Royal Malaysia Police (RMP). PLANMalaysia responsible for the GIS infrastructure, spatial data and application while the RMP responsible for the crime data. The main objective of SCMS is to assist the police and local authorities in preventing crime through mapping. MURNInets helps the authorities involved in urban development and management to assess the sustainability in their territory. MURNInets is a medium for local authorities in collecting, storing and managing the data on the urban sustainability indicators. It will help them to identify the level of through the achievement of the indicators assessment. MURNInets can provide guidance to decision-makers in planning, development and urban management through the implementation of sustainable development.
