Implementing the New Urban Agenda in Cuba

Summary

The event is relevant to the implementation of the New Urban Agenda as it describes, how the IPF was able to deliver, within a year, a National Action Plan for the implementation of the New Urban Agenda.

Prepared through the support of a technical assistance provided by UN-Habitat, and funded by Andalusian Agency for International Cooperation for Development (AACID), the National Action Plan is structured around the pillars of the NUA; aligned to national economic and social policy.

The event will have three parts. The first consists on a presentation by UN-Habitat that describes the collaborative process by which a government technical institute can prepare a national action plan that translates New Urban Agenda principles to concrete working lines and actions. This includes the organization of workshops centered on identifying sector thematic priorities; urban planning; legislation; and financial resources. The consultation allowed to identify 24 working lines and 74 actions. The working lines respond to priority thematic areas identified by stakeholders in urban development in Cuba, which are housing, mobility, urban economy, infrastructure, and risk and climate change. Actions were prioritized based on their potential impact and difficulty of implementation.

The second part will consist on a presentation by IPF describing the contents of the National Action Plan, a tool for building better quality of life for the Cuban people considering urbanization as a tool for development. The presentation will detail the plan's working lines and actions, and how they respond to the SDG 11 and national and local challenges in territorial and urban development.

The third part will consist of a short session facilitated by IPF and UN-Habitat to identify interest in the process and outcome which can trigger further bilateral conversations.
